Transitional Intelligence Command (TIC) applies the Transitional Intelligence framework through field-based operational programs designed to strengthen institutional resilience, improve crisis readiness, identify systemic vulnerabilities, and enhance operational decision-making. Rather than responding to isolated problems alone, these programs examine how organizations, communities, and operational environments perform during periods of transition, uncertainty, and crisis.

Each operational program is designed to support prevention, preparedness, capability development, and systems-level resilience through multidisciplinary intelligence.

Field Operations & Operational Programs

Integrated Operational Intelligence Assessments

Integrated Operational Intelligence Assessments apply the philosophy of penetration testing beyond cybersecurity by evaluating how institutions respond to real-world operational, behavioral, physical, digital, and crisis-related challenges.

Unlike traditional assessments that examine a single area of organizational performance, Integrated Operational Intelligence Assessments evaluate institutions across multiple operational domains simultaneously. Assessments combine elements of operational intelligence, behavioral systems analysis, crisis readiness, physical security, digital security, environmental observation, institutional resilience, and controlled red-team methodologies to identify vulnerabilities before they become operational failures.

Assessments may include both overt and covert evaluation methods, depending upon organizational objectives and the agreed project scope. Rather than measuring compliance alone, the assessment examines how an organization actually functions under real-world operational conditions.

Operational domains may include:

  • Behavioral systems analysis

  • Crisis preparedness and response capability

  • Institutional resilience

  • Physical security

  • Digital security

  • Environmental and situational vulnerabilities

  • Operational workflows

  • Organizational communication

  • Community interface

  • Controlled red-team exercises

  • Vulnerability mapping

  • Operational recommendations

Each assessment concludes with a comprehensive Operational Intelligence Report containing prioritized findings, strategic recommendations, resilience planning considerations, and implementation guidance.

Perinatal Crisis Response Team Model and Development

TIC works alongside hospitals, EMS agencies, healthcare systems, and community partners to assist in developing multidisciplinary Perinatal Crisis Response Teams.

The emerging model integrates behavioral health, perinatal expertise, emergency response, and crisis intervention to improve coordinated responses to maternal and perinatal crises while strengthening collaboration between healthcare and public safety systems.

Death Crisis Response Team Model and Development

Death Crisis Response Teams are another emerging model designed to strengthen multidisciplinary responses following sudden, traumatic, or complex deaths.

Working collaboratively with coroners, medical examiners, EMS, behavioral health professionals, and community partners, TIC assists organizations in developing operational models that integrate crisis intervention, death care, family support, and coordinated response planning.

Regional Unhoused Mortality Intelligence Mapping

The Regional Unhoused Mortality Intelligence System applies Transitional Intelligence to better understand patterns surrounding deaths among unhoused populations.

As it stands currently, there is no official protocol for tracking unhoused deaths, and many bodies remain unclaimed.

Rather than focusing solely on individual cases, the system examines regional trends, environmental factors, service gaps, operational challenges, and institutional opportunities to strengthen prevention efforts, improve collaboration, and support evidence-informed decision-making.

The system may incorporate operational intelligence, geospatial analysis, community partnerships, mortality trend analysis, environmental observation, and systems-level recommendations.

Emergency Operational Intelligence Deployment

Launch TBA

Emergency Operational Intelligence Deployment provides operational intelligence support during significant incidents, disasters, and complex emergencies.

When requested by partner organizations and operating within the appropriate scope of collaboration, TIC may assist by providing multidisciplinary operational intelligence, behavioral systems analysis, geospatial observations, drone-supported situational awareness, operational coordination support, and resilience-focused recommendations that strengthen incident decision-making.
